ok this is what im looking for.... a song with AMAZING guitar, a singer that has a fairly decent to amazing voice, and little to no screamo.... does any come to mind?

The Guitar Solo that can be heard there is by John Petrucci and its included in the Worlds Greatest Guitar Solo #97 and not to mention that Petrucci is one of the 3 Greatest guitar player on the planet.

James La Brie has a high voice that can reach F#5 on the treble cleff.

OMG like Miley Cyrus totally fits your description. Miley is a teen pop sensation, she has her own TV show called Hannah Montana. ALL her songs are great rock songs.
Some suggestions are Best Of Both Worlds, I Got Nerve, G.N.O, Rockstar and Nobody's Perfect.
