Idle time is actually the time set to detemine how long Windows will allow a dial-up connection to remain idle before it disconnects the call.

The Exchange sits quietly listening to the line for a 34.5kHz pulsed tone.

The Modem continuously transmits a pulsed tone at 34.5 kHz. The amplitude of the signal is such that the transmit power level is –1.65dB for the first 64 symbols, 20dB lower for the second 64 symbols, and 0 for the remaining 896 symbols. It keeps doing this until a response from the exchange is received.

If the exchange does not want to establish a connection it responds with a tone of 310.5 kHz and the modem shuts up awaiting an instruction from the exchange
appologies for techinal terms

Disconnecting. From back in the old days when we actually used to but the phone back on the base to end the call.

The whole thing means the inactivity timeout before the call will be dropped.
