The buns are baked and packaged (like most baked goods) in multiples of a dozen. One rack of two dozen buns divides easily in three packs of eight buns. While the wiener is sold by the the pound (like most meats), this practice is a throw back to the days when you'd go to the butcher instead of grabbing them prepackaged. The good news is, there are actually many brands that sell 2 oz. dogs which of course adds up to eight dogs per pound.
Then again, you could go to the bakery and the butcher shop and buy 'em fresh, one or two (or seventeen) at a time.
