Silence can be a place
a place of reflection
a place of peace
a place that bring self awareness and an openness to interpretations of events/experiences (Devoid of emotional impulsiveness).
It is a place within ones mind
Silence isalso quite spiritual, a sanctuary
No wonder some philosopher said silence is golden
its pure,a real treasure, a place in your mind and heart.

It's both.If we ever go to a god forsaken or a ,deserted place,we find that place totally silent and think it's silence.Silence of mind is when are at total peace and there are no thoughts or questions in our mind and it's purely a state of mind.A silence can be scary or peaceful ,depending upon circumstances.
