not usually money (cash) but, I always consider this lesson from Matthew:
"For I was hungry and you gave me food, I was thirsty and you gave me drink, a stranger and you welcomed me,..."
and wonder, if it were me, and I were hungry, would I be able to ask strangers for help? I then wonder, what is it that has given me the privilege to to be in this position where I might help? Do I have an ethical obligation to help when I can?
My answer is always, 'yes, I must accept the offer this person has made to allow me to ease his journey'
Then it's just a matter of determining how I can be of greatest help within my own limited means.
I can say, without hesitation, "yes Lord, I saw you hungry and we did eat. I saw you thirsty and we did drink. I saw you naked and gave you my shirt."

yes i have.
they may be annoying or unsightly, but in the end they are the true test of character. if you can pass on the easy test of helping our fellow in need then are you worthy of being tested further? nope. we all have good periods in our lives and bad periods. is it right for me to help you when you are high on the hog and then to pass you by when you are down on your luck and forced to swallow your pride to find your next meal or to keep your feet from freezing. yeah i know a lot of homeless people have dependancy problems. just so that you are aware there are more wealthy people with $1000/day coke habbits than homeless people.

Never give them money directly. Always support your local charities and direct the people to them if they ask for cash.
