Are the flowers on a banana tree 'True' flowers (produce seed)?

they are indeed ' flowers ' but they do not produce seeds .
in fact the banana tree ( and fruit ) will be the first plant to become extinct in the world as we know it --- because it only grows from suckers --- and in drought conditions etc. the banana has just about made itself extinct !!

They produce fruit which have the seeds inside, so yes!
