No. It's just that some people they don't want to see. Think about it, if you really want to see or call someone you make time for them right? Of course people get busy from time to time but if you really care for that person and their friendship you will make time.

Not all the time.

I have a friend that is ALWAYS busy if I want to meet him somewhere but if I'm going to his place, he's free. It's really annoying because he won't even drive 10 minutes to meet me somewhere... It makes me so angry! And if he's free then I ask to meet, he suddenly has something to do, isn't in the mood, or doesn't have the gas money. Grr.

But then I have a friend who will drive an hour just to come see me every weekend! :D

Maybe or maybe not. If they are saying they are busy and can't spend time with you, but they are really not busy but just don't feel like spending time with you, maybe they are just trying not to hurt your feelings. What's so bad about that? It's better than saying "I'm bored with you, get lost." Find somebody else to spend time with.

sometimes when they say they are busy, but they are not. is maybe they don't want to talk or do stuff. But i am sure that they will have time later though~~~

No.They just dont manage their time well. But Im glad their "busy", it means I dont have to deal with them.

Probably not but things just slip their mind that when they do get free time they don't feel like messing with it.
