Is the backdrop for this web page a pen and ink drawing or a computer pen sketch?
The Lines look so precise almost like victor art.

if I were to guess I would say it is a hand drawn image manipulated in a digital program. I put it into photoshop and blew it up, it's definatly not a vector image. The line quality is very uniform though so I would say it was done in technical pencil or pens, then put into photoshop and the levels adjusted, or the contrast raised.

I have a bamboo tablet and the lines that I draw do not look as precise as those lines. If it is a tablet the person has a very steady hand. In my opinion it was done with a pen and ink. So much detail and the lines flow together in accordance to each other.

The whole point of good graphic design is that the observer cannot tell the actual tool used. It is only my experience in, both traditional and digital tools that even allows me to guess that the backgrouns was PROBABLY done with a mechanical drawing pen, such as a Rapid-O-Graph.

It is certainly done in the 1960s style, which made a lot of use of this tool, as well as the more traditional drawing pens.

It looks like indian ink to me - similar to the style of Aubrey Beardsley http://www.linesandcolors.com/images/2006-06/beardsley_450.jpg.
