Is there chemicals in the water?How can i fix this?,besides moving my car.Even after I wash my car,the spots are still there..

You, obviously have hard water. The minerals in the water leave the spots. Two choices: get a whole house water softener or use a car wash which has a spot free rinse cycle and don't park the car under the sprinklers.

There are minerals in the water, after the water spots dry they leave the minerals deposited into your clear coat. You can remove the spots with some polishing compound and a buffer, just keep the buffer pad wet and keep it moving so you do not burn the paint. Then follow with a good sealer wax. The spots will be gone, but they will return if you park under the sprinklers.

When tap water evaporates the dissolved minerals are left behind, mainly calcium. Most car wash soaps will remove the stains, using a pre wax cleaner or polish will remove the spots.

You can buy a clay bar at any auto store like advance. Use it as recommended then wax.
