1. People don't normally need, or want, more than one newspaper.
2. The newspaper is slightly different in size every day, so the vending technology would be tricky and expensive if some machine had to make sure that each customer got exactly one complete newspaper.

Because you can drink one pop, put the rest in the fridge, drink later, and later, and later..... but, who would want to read the paper over, and over, and over.....????????
