Expanding territory on paper meant nothing. Any country could and did claim land, but if there was nobody there to improve and defend it, the claim was meaningless. The government needed these settlers. In most cases, it was a better deal for the government than for the settlers at the time.

First of all they were legal immigrates and second, they the USA government needed people to open up the new frontier and the only way they could get anyone, (the Easterners would not budge from their declared soil) to go, they told em..you get out there and stake your claim and its yours free and clear.. Just build them there towns and farms, and ranches for the rest of us...is gonna make some dough off you guys... Kind of what the Spanish did in giving those Texas and others Spanish land grants to settle territories in outer Mexico.................or Mongolia as the saying is originally. Ciao

As they were expanding the railroad and commerce, they wanted to populate the west for economy purposes as well as provide a place for families to thrive and grow food and raise animals.
Believe it or not, there are some places you can still homestead free land.

Well our country is so vast I'm sure a land the size of Palestine which is currently being occupied by the Zionists will not hurt our landrich country. Russia has designated an autonymous Jewish Oblast in their country. I'm sure we could do it too here.
