I have darkish blonde hair and fair skin, I have very green eyes, the blackest eyebrows ever, I usally just wear black eyeliner and keep it simple but I would like to get away from that and start wearing eyeshadow to accent my eyes, which colors are best

Wear colors that contrast with the green of your eyes. I would use dark or vibrant eye colors because of your dark brows [ and lashes? ]
Try: [ for liners/shadow ]
smoke blue, teal, navy
lavender, purple, plum
grays
rosy browns
burgundy!
shade of green that contrasts with your green eyes [ olive vs. forest green ]
any of the color 'flecks' in your irises
Accents:
white, pink, silver

well green eyes are beautiful, you want to show them off. a light eggplant eye shadow then maybe a plum color liner, that will make your eyes POP.
