Red stains are usually iron rust... it may or may not be your actual building with the rusty pipes. The rust may be coming from the pipes supplying your area.
A little naval jelly, or CLR, should remove the stain with little to no trouble.
As to how healthy it is.. heheh.. well, many people take iron supplements because they do not have enough iron intake in their diet. Next time you are at your doc's.. ask for a blood test to check your iron level.
If your apartment has a single supply... that is... a single pipe in to supply water to your apartment, it would be very easy for you to install a 'whole house' filter. Use a charcoal filter, and it will remove the iron, and perhaps some other things you didnt realize were in there. You could use a filter specifically for drinking water, rather than a 'whole house' unit. They cost a bit less, and mount under your sink. I prefer the 'whole house' filters myself, so I know ALL my water is clean.

sounds like rust in the lines may be from older piping or even the city supply before you drink or shower run the water for a few minutes to flush the lines if the problem is persistent and you do not get action from the landlord call your local city government they usually have a minimum housing dept to voice or file a complaint

its rust, if you buy some barkeepers friend cleaner it will take it off, if you let the water run first it will go away, this generally happens from sediment(metal particulates forming hot water tank, you might have your landlord drain your water heater and this might handle this problem, or if you have a ground floor apartment, run a garden hose into the bottom drain spiggot and drain it yourself

It's iron in water. Call water co. and ask about the iron content in the water. It's not bad for you or I would have been a goner long ago..
