I don't think it's so much a phobia as it is a turn off, and it's that way because people tend to follow the status quo. As for who made it the status quo or how it came to be, I have no idea. Hair doesn't really matter to me. Stubble is a turn off though.

they arent phobic they just think it's not ladylike. some like body hair on males.

I don't even care haha. Well.. hygene wise, it should be upkept.
I like it sometimes when a guy has a rough shaven look to them. But it only works on some people haha. Others it looks dirty.
But anyways, as long as you're clean.. :)

ALOT of hair yes, its just too much for me... Thank god my husband is not hairy!! (But he is still young 2 agh!)
