FIRST OF ALL. anyone can be a songwriter no matter what others say
BUT TO BE IT YOU GOTTA :
have a good beat first or a good sound structure (with whatever instrument)
it should be catchy and draw the audience in
based on your genre go with whats appropriate (no rap in acoustic song for example)
and last be meaningful like any form of art.
oh and this website should help:

listen to "these words" by natasha bedingfield
she has some great tips :)
"Threw some chords together, the combination D-E-F
Its who I am, its what I do, and I was gonna lay it down for you
I tried to focus my attention, but I feel so A-D-D
I need some help, some inspiration, but its not coming easily"
(these lines. she's troubled. and needs tips! like you :)
Read some Byron Shelley and Keates,
recited it over a hip-hop beat
I'm havin trouble sayin what i mean,
with dead poets and a drum machine
You know i had some studio time booked,
but i couldnt find the killer hook,
now you're gonna raise the bar right up,
nothin i write is ever good enough
like the song says make sure ur words are from ur heartflow, try to find the magic, try to write a classic
a wastebin full of paper.. clever rhymes see you later~~

i am a songwriter as well. sing from the heart, write what you feel inside. get lots of sleep. staying up all night trying to find a word that rhymes with "purple" won't get you anywhere. read lots of poetry, get exercise. for example, go for jogs, ride your bike, etc. do yoga, and when writing, focus. don't trail off somewhere, but don't think too hard. take breaks, but work hard.

Just start by putting words on paper. Even if they don't rhyme and have no meter or rhythm. Just get them out. Then start to work them into a melody. As you rework the words into a poem-like structure, it's easier to find the melody. Others create a melody and just add words to it as they go along.

A great song should tell a story but more important should have a great melody.

Write about stuff you know and stuff your passionate about, don't write about stuff just cuz it's popular.
