Here's an article describing the history of the hotel on Public Square, which currently is the Renaissance Cleveland Hotel, affiliated with the Marriott chain. For a period of about two decades beginning in 1958, it was operated by the Sheraton chain.

Here's a concise history of Cleveland hotels, with several mentions of the Sheraton chain:

The Bond Court Hotel, completed in 1975, later became the Sheraton Cleveland City Centre Hotel, and is now the Crown Plaza Cleveland City Centre Hotel.

*****
Although Stouffer's operated the Public Square classic hotel (now the Renaissance) after Sheraton, this was not the location of Stouffer's Top of the Town Restaurant.
The Top of the Town, very sadly missed, offered magnificent and memorable views of downtown from the north end of the top of Erieview Plaza. Out-of-town visitors always were impressed as a blimp would circle lazily above Cleveland Stadium, almost at eye level, or as the air show played out below (the link below is to a great Plain Dealer article).
<< Another memorable place was the Top of the Town Restaurant on the 38th floor of the Tower at Erieview on East Ninth Street. It was an elegant dining adventure with a wraparound view of the city.
In 1995, the Top of the Town closed after a 30-year run. Now the offices of Wells Fargo Insurance Services are there. Office manager Joanne Johnson says that on most days the view is breathtaking, especially during the Cleveland National Air Show.>>

Erieview today remains the fourth tallest building in Cleveland.

Given the relatively isolated location of the Erieview Tower on the east end of downtown, the Top of the Town was a Cleveland jewel. The Top of the Town's demise greatly detracts from Cleveland's claim to big city status, as what major city lacks a skyscraping restaurant/bar?
Although Erieview was only 38 stories tall, the Top of the Town offered a certain intimacy due partly to its proximity to the ground and its great vistas.
Erieview Tower also was home to the Clevelander Club, located next to the Top of the Town on the east side of the tower. The views were not as good.

Will the Top of the Town some day be reborn?
<
I may not want to pay the capital gains, and I can take money out by refinancing and not pay taxes. We can put condominiums on top of the [Erieview] building. Or we can bring back Top of the Town, which we’ll be able to do within 18-24 months. Do you remember that restaurant? We’ve got to complete our HVAC [Heating, Ventilation, Air Conditioning] retrofit. We’ve got some pretty cool plans for adding condominiums to the top of the building or we’ll put a restaurant in.>>

Yes, there was a Sheraton on Public Square. Top of the Town restaurant was there. It's basically the southeast corner of Public Square, left/western edge of Terminal Tower. It currently operates as the Renaissance Cleveland Hotel.

I believe so. I'm from Cincinnati. Dad use to travel for meetings with Snap on Tools and they were always in Sheraton's. I want to say I recall him going to Cleveland for a few meetings.
But not 100% sure.
