is it illegal to film a tv screen then distribute it?

like say you filmed a tv screen that was playing a copyrited movie , if u uploaded the vid on youtube and such would it count as using a clip from the movie?

Yes. It does not matter how you acquired or copied the material. If you distribute it, you are violating the rights of the distributor that are protected by the copyright.
