Professors at universities are advised to "publish or perish." This means that they have research projects funded by the government and/or private foundations and it is imperative that they publish their findings in a peer-reviewed journal. This is what is meant by scholarly research.

It means also that acceptable sources are used e.g. not wikipedia or an encyclopedia, and that references are noted and correctly cited. The phrase could mean different things to different people and at different levels. It may be used in a reference to plagiarism, in which case it means honest.
