The liberal arts are general, non-career-oriented studies, such as the arts, humanities, and sciences. A liberal arts college is one which offers a curriculum which uses the liberal arts to give a general education to students, with the idea that the more approaches you learn, the more comprehensive your thought processes will be. Expect that there will be a thorough set of core or general studies, regardless of your major. You can often major in something more directly career-oriented, like business or engineering, at a liberal arts college, but even then a substantial part of your curriculum will consist of a broad range of subject matters outside your major.

Just to split hairs, it is a college that teaches student the humanities. As mentioned above it may be a independent College, or part of a larger university.
