I'd actually hunt around through a local boat-magazine, find an old sailboat with the approximate hull-shape you want, and then modify the boat with the rigging you want.
My Brother bought an old hull 27 ft, and modified it into a privateer sloop back in the 1990's... it was amusing to sail it in regatta's, we lurked below deck and ran the sails via complex rigging to protect the illusion it was a bigger boat.

Isn't a pirate ship just any boat that has been captured and patched up? I think you would just pick a boat from your favorite era and get plans for that. Avast ye!
