You know how to use it. You have experience using it, as opposed to having only book knowledge of something.

Also can mean that you know how to use something, but do not have knowledge or understanding of the principles behind it.

I have a working knowledge of light switches. I can turn a light on and off with one, but I cannot rewire one and I don't really know how electricity works.

I have a working knowledge of cars. I can drive one. And if it breaks I know how to call the repair shop. I don't have a working knowledge of auto repair!
