The one which passed and was signed into law in 2001 was the one whose chief sponsor was Congressman Sensenbrenner of Wisconsin.
So, it is current law. What you need are any amendments to the Act being introduced in the 110th Congress. The Bill number used in 2001 is not valid for the current Congress. Try searching by key word instead of bill number.
