Organized crime would have done a much better job. The assassination was very amateurish. The Jack Ruby connection to organized crime is suspicious but the rest makes little practical sense. Lee Harvey Oswalt probably did not act alone but he was part of the plot. Why would The Mob hire a loose cannon like him.
I suspect an organized crime hit would have used explosives or something more likely to succeed than a long distance rifle shot. I believe it was some country's intelligence agency but that leaves several possibilities.

No.I believe it was a cabal of high ranking gov't and military/industrial personnel that put the hit on JFK because he was reluctant to commit the US to South Vietnam.JFK was already starting to reduce the number of advisors and wanted to begin talks with the other side.
JFK did not trust the South Vietnamese President, and believed that the corrupt, and decidedly oppressive South Vietnam would only bring trouble to America.Turns out,he was correct.

You asked about the 'mob' killing him and if they were the ones that set it up,they could've only done so with assistance from high government sources. And that is just another facet to this conspiracy. Why would they?
