For example, the Nazis reign was throughout the 30s and 40s, but neonazis is the act of still practicing Nazism.
Neoconservative usually means they are one of those radical 'keep everything the same' type of candidates, but usually its just used to mudsling and neocoservative doesn't mean anything at all.

The nazi movement started in Germany in the 30s. Thus, any nazis who weren't in Germany in the 30s are 'new,' at least in the sense of not being original nazis.
It can also be used to indicate 'new' in terms of thinking. Neo-classicism is a school of economic thought that harkens back to Adam Smith, but aplies his insights in new ways to the modern (well, late-20th century) world.
Neo-conservative refers to the latest crop of political right-wingers, who base thier agenda on somewhat different ideals than earlier conservative movements. In fact, it could be argued that, since conservatism is more typically seen as gaurding traditions and opposing change (almost reflexively, at times), that neo-conservatives, as champions of change, are not conservatives at all. They're obviously not liberals in the traditional sense, either, since the changes they have in mind go in a very different direction. 'Right wing radical' would not be an unfair description, I think.
