Untangle your question and try again. Do you mean "reading to disabled" or support for young adults who are disabled and can read or people who can't understand what they read? What disablility?
Generally the answer is yes, but you have to be more specific as to physical, vision, mobility, Most states have recorded books for the blind and dyslexic.
