I have a 99 chevy 4x4 trk and the 4 wheel drive switch does not light up or engage in 4x4. is it switch orwhat

Get yourself a Haynes or Chilton manual. That will have the circuit diagrams, an you can then easily troubleshoot the problem.

There is a solenoid on the front differential that shifts the fourwheel drive. Replacing that solenoid is a very common chore on chevys.
