I have always been told to cut a rose bush back by about 2/3 so i don't think you have hurt them below is a link that has a lot of good info about roses

maybe... depends on your winter temperatures and what you do now.... the reason one waits until very late winter , early spring to cut back a rose is to be able to see what parts of it were winter-killed..... your roses now only have those few canes and short lengths... if winter kill hits them, you're not going to have much rose left... and a really bad winter could mean the rose suffers a lot..... BUT... if you see to using a good blanket of mulch on the ground around it after the ground freezes, or if you protect it in another way, like a wrapping of burlap around stakes to keep the wind off it, then you might see them make it thru nicely... but if it just sits out there in the wind and cold, you may regret this move....

Nope. All you have done is spur growth for next year. You may have less flowers, and you will want to trim/train the resulting growth, but 2 yrs from now, you will reap amazing benefits. Good luck.

no i cut mine back every year to around foot tall. usually in late winter or early spring before new growth appears

no commercial growers routinely cut their bushes back to ensure more blooms.
