my connection speeds are 108kbps down/101kbps up.
transfer rate is ~13KB/s
my DSL isp is Fastaccess dsl lite.

I called a rep today and he said that these speeds are normal.

you shouldn't have to pay more than $20 month for those kinds downstream/upstream rates. start searching for another ISP that offers broadband

If the rep told you that everything was good on their network then usually it is something to do with filters. You must have filters on all jacks that have a device plugged in. Not having filters can slow or stop you're connection all together. Also.... If you do not have anything plugged into the jack where you're DSL line connects then DO NOT use a filter. You do not need a filter with the ethernet cord unless you have something else plugged into that jack. I have seen many times where speeds were slower due to this. Hope this helps.

Also...... the length of you're DSL cord can cause intermittent sync as well as slow speeds. I would not use a cord any longer then 8ft long!!

It is possible to speed up your link in some cases by using higher-quality telephone/DSL cabling, seperating the wiring from other services, etc. However, the only way to get a decent speed (without resorting to illegal methods) is to upgrade your package.

I have ultra highspeed dsl and my dl speeds are in the area of 450 to 600 kbs/sec

13 kbs/sec sounds really low to me

If there is a cheap phone hooked up in your house and the telephone company is bringing in the dsl , that could be your problem

Those speeds are very similar to old ISDN rates. On the very low side for a DSL connection. I would look for another ISP.
