Alladin is confusing correlation with causality (like, most smokers drink, therefore smoking causes alchoholism). The only purpose for spinning the stone is to stabilized its orientation to keep it horizontal.

No. It's spinning on the wrong axis. In order to skip along the surface of the water, the stone spins on the axis which is perpendicular (or nearly so) to the surface of the water and to the direction of travel of the stone. The spin of the stone causes the stone to bounce off of the surface of the water.
A bullet shot from a gun spins on an axis that is parallel (or nearly so) to the surface of the water and parallel to the direction of travel of the bullet. The spin of the bullet does not cause the bullet to bounce off of the surface of the water.
