it was changed this year and will stay changed for a while.
this Sunday at 2:00 am change your clocks to read 1:00 am.
(just wait till Sunday morning then change all your clocks.)
it used to be the last Sunday in October, but not anymore.
it will also begin a week earlier than usual in the spring.

It used to be the end of October, but the government has changed it for energy conservation purposes.
It is now the first weekend of November, so yes, this coming Saturday night you change your clock back one hour.
