On the international level, I believe it would be the USA
On the country level, I would have to say the current administration.
Why?
Two bogus wars and the potential for another. Plus we are responsible, at the very least, 36% of the worlds arms sales according to a 2005 congressional study and some independent ones put it as high as 60%.

Many are stepping up to the plate. Putin for one. In his own country he turns a blind eye to Hitler Youth and violence against immigrants that support his failing economy. Wanna be i'maddinnnajacket from Iran?

In a neutral stand I would say our American country. But the trick is when it comes to our government defining the actions of our government they always use terms that seems good-spirited in nature to the majority of the public. Our government has overthrown elected governments throughout the world, installed dicators around the world, assasinated heads of states and other figures around the world, assisted in coups around the world, provided assistance to parties responsible for terrorism, genocide, and other inhumane actions around the world.

Depends primarily on where you live. If you live in the US you have one answer, if you live in the middle east another.
