x + 0.15x = 6.46

Where x = the amount you can spend.

You know the total you have, you know you want to leave a 15% tip--15% of the bill, so...

Work out the equation and prove by plugging the numbers you got back in.

Let n be the original price.

The tip will be 15% of n:
0.15n

Adding these together we should get $6.46

n + 0.15n = 6.46

Combine the n terms:
(1 + 0.15)n = 6.46
1.15n = 6.46

Divide both sides by 1.15:
n = 6.46/1.15
n = 5.62

As a double-check:
Original price: 5.62
Tip: 0.84
Total is 6.46

So the most it can cost is $5.62
