Don't expect miracles from WD40. It is better at cleaning than preserving. Ordinary auto oil is good for preserving. I keep an oily rag for just that purpose. It would be nice to keep all tools rust free, but when one can't use steel wool and or fine sandpaper to clean and then wipe with an oily rag. Caution; be careful how you store an oily rag. You can have a fire start from spontaneous combustion.

There was a previous answer that I liked. He suggested that for garden tools, having a pail (not full) of sand with oil mixed in (about 1/2 qt) and plunge the tool into the sand. The action tends to clean and preserve at the same time.

Depending upon the amount of rust, you can sometimes take a layer or rust off if it is not too bad with a bit of fine sandpaper or an S.O.S. pad with some water. Rinse the tools off and then dry thoroughly. You can keep them in some oiled sand in a bucket; or if they are hand tools, you can wipe them off with a bit of oil before you put them away.

30-weight motor oil works on the spades and shovels and all iron/metal parts; while boiled linseed oil works on the wooden parts of the tools, such as the handles.

you can't just soak things to get the rust to fall off. you can put some penetrating oil on them then scrup the rust off with a wire brush and crocus cloth. when you get the rust off keep it sprayed with wd-40 to keep them from rusting again.
