it depends if the negative sign is in parentheses. if it is written like this (-13)squared, then it is positive. if it is written like this
-(13)squared, then it is negative, because if there is a negative sign on the outside, it is using the distributive property to multiply -1 to everything in the parentheses. if it is just written like this: -13squared, then it is a positive, because a negative times a negative is a positive.

Any number squared will be positive. To get something squared to be a negative would need to be an imaginary number - example 13i ^2 would = -169.
