Is there a certain kind of aircraft in San Andreas where you can do Vigilant missions like if you were in a cop vechicle? If so where can I find it [Don't own the game on PC so NO mods].

Yep, Hunter Helicopter, found in the army base, after you complete all missions, also there is a cheat to make it spawn.
