should my lil bro be playing a game like this?

its James Bond everything or nothing and in the game there was an almost naked except there was a towel on her bum, anyways James went to her and rubbed her back, and then he rubbed her bum a little. is this appropiate for a 12 year old boy to be playing? he thinks it is, O_O.
