I'm not sure I understand your question. I have to wonder if your teacher has given you some material or a textbook reading wherein cytoplasm and the organelles of a cell are compared to a government or a community, in which case the answers should be there. Overall, I guess you can say that the cytoplasm is like a "citizen" of your cell because it "lives" there and goes about its particular "business" or "responsibilities" (i.e., cellular functions) while interacting with other "citizens," which would be the organelles.
