Is vixy.net a legal or illegal site?

I am asking whether the site is illegal by law, not by morals. Such as I don't want an answer such as "You can use it don't just get caught." Please advise. THANKS.

I checked this and it SEEMS legit. They accept payments from PAYPAL so they obviously intend to be around a long time
