my question is, would you simplify it to 3+i

the only thing I can think of is divding both by 13 but your answer would be 13(3+i)....thats all I can think of at the top of my head

No... it would simplify to 13(3 + i).

But in reality (in dealing with complex numbers) that may or may not be 'simpler' -- it depends on the problem in which the number is used.
