Use Plastic Cement on a plastic model.
Use Gorilla Glue or Epoxy on wood.

Elmers Glue-all or White glue will come apart in water.

Good Luck

That really depends on what material your ship or boat is made of.If its wooden you can use elmers exterior wood glue.It is waterproof. For plasic, plastic cement is water proof.I use testors platic glue in the orange and white tube.It welds the two parts together. Can I ask what you are building?Good luck,Walt

Superglue works good on most models. I'm pretty sure it's waterproof and I know it holds better than almost anything!

Go to the local hobby shop and ask them. Is it foam plastic, polycarbonate, or is it wood. It can make a big difference.
