Make sure all the windows and doors are shut tight, and if your talking major work, the thicker the insulation the more it will hold heat.

Do you know an avid camera bug??? Ask if they can take infrared photos of all sides of your house. It registers heat, not light so if you have a leak it will show up as a light place on the photo.

Then do what ever it takes. Insulate, caulk, install batting, seal electrical wiring and the list go on and on. If you fix those light areas on the photo you will soon see the savings.

One more thing. Be careful and not make the house absolutely air tight as it will trap moisture, cause mold, hold germs and all those bad things. A small exchange of air is a good thing.

Good luck...

Insulation

Insulation, caulking, keeping the windows/doors sealed so air doesn't seep in. You could also add heavy curtains to the windows, rugs to the floors.

Insulate the windows, put draught stoppers around doors. If you can afford it put insulation in the ceiling cavity.
