I disagree.

The recent problems with cluster bombs have resulted from the fact that we allow terrorists to use human shields.

Against an opponent who is actually trying to limit civilian casualties cluster bombs are not that big a danger to civilians.

Instead of complaining about cluster bombs - why don't you agitate for war crimes trials for the people who use human shields?

The issue with cluster bombs is duds. The CBU-87 that the US uses today is very reliable, however if the bomblets snag a tree or land in mud or something, they might not go off. So, commanders have to weigh that possibility with the operational advantages CBU brings- destroying a football field sized area of enemy, including armored targets. It's not just a civilian/collateral damage issue either, commanders who plan to later occupy that terrain might not want to risk losing his own forces to any unexploded bomblets.
Also, they are bright yellow and the size of a large can with a bright yellow ballute to make them easier to spot.
I'm for cluster bombs with the caveat of using them wisely, just like any weapon. Including mines. There are times I want a commander to accept the risk that local children might some day finding a new yellow toy hanging in the trees if it means saving American lives from a massive tank battle, as grim as that reality may seem.

Cluster bombs play an important part in any air campaign. Since national security outweighs the concerns of a bunch of anti American radicals in Amnesty International, I say we keep cluster bombs, we live in a world which needs weapons to keep our way of life.

I used to love dropping cluster bombs in Viet Nam. Cluster bombs rock.

I believe that they should not be banned, but their use should be restricted to occasions specifically authorized by a very high military commander who assumes all responsibility.
