I'm with everyone else. I think it's Chumbawamba's "Tubthumping" (yeah I have no idea why it's named that either). If that's the song, it's got the part about "he takes a whiskey drink/he takes a lager drink/he takes a vodka drink", a female's voice singing "Oh Danny Boy" and of course the "I get knocked down/But I get up again" chorus.
I've linked the video below so you can see if this is the one you're talking about.
The only 80s song I can think of that's SIMILAR to that (the "you can't keep me down" theme) is Matthew Wilder's "Break my Stride" but it doesn't have that exact lyric. I've linked it too...just in case.

It is a 90s song, but try tubthumping by Chumbawumba (sp?) It has almost those exact same lyrics in the chorus
