wow. ok. is this going to be local if so yes you can. it will be ur ftp://ip address of computer.

if not local. and want to be any where in the world it would be your main ip address on ur cable or dsl line. and depending on ur upload speed it will take a while to be able to download a 70mb file. yes xp can act like a web server and host ftp site to. be careful make sure u have security.

also if behind a router you need to open the port "21 for ftp" and "80 for web" inbound and outbound.

not extra software is need to send software. just open web browser and type in the address ftp://ip address of ur computer if local or ur main ip address for cable if not on the network
goood luck

Well from what I picked up from you scattered sentence, well there are some variables you need to make sure you cover, you external IP is dynamic so you don't have to go running around finding the computer that is hosting the ftp's IP address. You also need to make sure you have the correct ports open, ftp usually are set to port 21but some ISPs may block this port because they do not want home users setting up ftps. If you are running through a router, you need to make sure you are forwarding the port that your ftp is going through in my example it would be 21. A web server has nothing to do with speed if thats what your asking, a web server is something completely different than a ftp server, a web sever isn't used to just host files, it is used to support a website. To be able to send files to you ftp from a computer you need a client such as Cute ftp, you need to have your external IP address and connect through your login name and password.

Hope I helped a bit, a lot goes into setting up any kind of server.
