Yes, it annoys me considerably. After the 3rd time a person says they'll call, if they say a 4th time that they will, I just quietly remind them, "You've told me that three times over the last 4 weeks but you didn't, so just to be fair, I'd like you to know now I may not be available for you when you do call."

Yes, but I get over it shortly. A person's word is what counts with me, and if they didn't want to call, then why did they say they would in the first place?

thats very annoying. because then you begin to think they really don't want to talk to you and saying they'll call you back was just a ploy to get rid of you. so then, while you think about calling them, you wonder that they might not really want to tlk to you. and if thats the case, why didn't they just say they didn't want to talk now instead of just playing this little game where I'm thinking they are going to call back and they don't. see how annoying it gets?

Yes. If they weren't going to call, they shouldn't've said they would. That way, there wouldn't've been the expectation. To the people that do this: It's not nice, guys! If you're going to be a jerk and not call, at least be up-front about it!
