Circumcision was practiced by the Egyptians before the followers of Moses adopted it. Some Jewish historian even say that the practice was learned from the Egyptians.

However, the practice of circumcision was practiced in Austrailia and Ocianana as well as the Americas, so it must have been a practice developed when humanity was pretty centrally located. So we could possibly be talking tens of thousands of years. My guess is that the first circumcision was preformed prehistorically and is impossible to know who that was.
