Two totally different things. A T1 is a dedicated circuit that is for primarily businesses. We (I work for an ISP) have no residential customers on a T1. The max speed of a T1 is ~ 1.5 mbps.
DSL however, you have a lot more to play with, depending how up your service provider is with the latest equipment. We can provide up to a little under 20 mbps over dsl. And normally cost less than a T1.

And no, a T1 is not faster... depending on what packages your ISP offers.

DSL, there is so much new technology all the time that makes things faster.
The only thing that T1's have better than DSL are T1's 1.5mbps is symetrical, upload and download.
The upload speed of DSL is not there, yet, unless DSL 2+ Annex-M.

DSL comes in multiple flavors. ADSL = asymmetrical digital subscriber loop. ADSL has a different upload vs download bandwidth, typically ~100Kbps up and 1.5Mbps+ down.
SDSL is symmetrical meaning the upload and download bandwidth is identical. There are numerous other variations.

T1 is symmetrical - 1.5M up/1.5M down.
