My phone does not, nor do I know any other phone that does.
This could be a 30 second check for your phone. Use a different phone (house phone?) to call your cell phone while it is off. Turn your cell phone on and look to see if it shows up. I doubt it will.

It will show up in your call log on your phone as a missed call. Your bill will not show it as it only shows the numbers YOU call.
