It is permanent for as long as you still have those eyebrow hairs. Your eyebrows, like all the other hairs on your body, will shed after a certain length of time, and a new one will grow back in its place. The new hairs will be your natural color. This process doesn't take very long at all, probably about 3 to 6 weeks.
In the meantime, you can color them back to your natural color or the color of your choice. It is not recommended that you do this yourself though, as you can easily get the hair coloring into your eyes and this can cause real problems. I would suggest that you seek out a professional stylist to help you with this.

Yes it sure is. Bleaching removes the pigment so the only way to darken it to apply some color.

Go to a good hair dresser. Most hair dressers can help dye them into any colour you want otherwise you will have to wait for a long time or use pencil to colour them darker.
