They are cluster flies. I work for a pest control company and we get a lot of calls this time of year for the same problem. Cluster flies lay their eggs in the ground and feed off earth worms. Once they're ready to fly they tend to cluster together inside anything enclosed. They typically like windows and ceilings. They differ from any other fly because they don't have any metalic color to them. I doubt you need an exterminator because the problem will go away on it's own. Just hang some fly tape for now. I bet your neighbors are having the same problem.

It could be maggots have fed on something dead and hidden down their, like a mouse or an abandoned wasp nest in a wall.

They are trying survive the approaching bad weather. There may be a narrow slit you are not aware of where they can get through.
